Wait. I am sure it's possible but without paying an exhorberant return fee? Has anyone done this?

Nope. That exhorbitant return fee is part and parcel with the one-way rental.
Sometimes, the unlikelier the pairing of cities, the higher the fee will be.
Reason being, each rental location has its own inventory. Some, even while part of a national/international company, are franchises. Eventually, they want the cars from their fleet back, as they're legally responsible for them, their registration, insurance, and maintenance.
One-way fees are often determined by the likelihood of the location getting its car back. If there tend to be more one-way rentals between, say, Calgary and Los Angeles, then the fee might be reasonable, since there's a good chance of the car making its way back. Usually, though, it's pretty unlikely, and you're going to pay a LOT, since every car that isn't back in a reasonable time is lost revenue.

The good news is that most car rental companies will allow customers in Canada and the United States in the United States border for personal or business travel rental car registered in Canada.
