Anyone in the military OR is family of a military member - USAA has NO ATM FEES, anywhere in the US or abroad. There are no local branches so they can't charge you ATM fees, even if you use that sketchy ATM in the strip club that has the $8 fee.
Nice internationally traveling too obviously. And their customer service is by far the best of anyone I've ever dealt with banking-wise.

Sadly, Paypal caught up with the rest of the world in their attempt to profit as MUCH as possible.... Thus that rate is no longer...

That's unfortunate, I saw this thread and thought i finally found my solution.
I have bank of america right now, which will not be an option for me when traveling. The fees are a bit much.
Does anyone know the current best way to withdraw money on the road? I was thinking of switching to capital one before i leave.

Actually, Im still using my Paypal card all over Central America, and Im currently being charged $1 per transaction, and some of the banks are charging around $2.50, but thats still waaaay cheaper than my bank of america ATM card rate....

Charles Schwab Investor Checking...no fee, and they automagically refund any fees you're charged by the ATMs at the end of the month. I had hundreds of dollars in fees returned while in South America last year and I didn't have to request them or anything (some other banks that refund fees you need to send in receipts).
By signing up you get an automatic brokerage account too but there's no minimum or any fees on that either. This is why they do it, in hopes that you'll start putting money in their brokerage.
They also have amazing customer service...people answer the phone when you call, and they overnight fedexed me a replacement when I lost it.

I just got screwed over Greece. I did all my day finances before, so many of my former charges were not and I had no idea how BOA charge me when I used ATMs Greek (I only knew that Greece was charging me). The last day was horrible (luckily, we traveled to Germany from the time I realized I had no money and I had a friend who lent me money for food.

Found this information from Paypal's website since I've been looking at cheapest access to cash while abroad. Cliff-Notes: They charge 3.5% (1% of total, and 2.5% of exchange rate) in total for every ATM withdrawal.
PayPal Debit Card Fees.
ATM Withdrawal US $ 1.00 (Plus any amounts charged by the ATM owner.)
Signature Withdrawal $ 3.00 if a signature is required.
Non-US ATM Transaction (Using an ATM machine that is not in the US) 1%
-This fee will apply even if the transaction does not require a currency conversion.
Non-US Debit Card Usage (Making a purchase from a seller that is not in the US) 1%
-This fee will apply even if the transaction does not require a currency conversion.
Exchange Rate & Fee The currency exchange rate is determined by PayPal based on the current market price and includes a 2.5% Fee. This Fee only applies when PayPal performs the currency conversion
