My boyfriend will be driving he has an international license and is over 25 so that will make it cheaper right?

Being 25 means you can rent with all companies, not necessarily make it cheaper. There are some companies, like Thrifty Rent-a-Car, that rent to 21+ but with an extra price for being younger than 25.
