I have an ATM car but its just for my savings account, so its not visa or mastercard. Will I be able to use this in europe???

I doubt it. For the most part you need a well known card like Visa for most ATMs. I would suggest either setting up a checking account with your bank if that's the only way you can get a Visa Check Card or switching banks.

If it has the meastro or plus sign on it you should be fine. You may have to ring your bank before you go and tell them where you'll be going so as that they don't freak out and cancel your card when a heap of international transactions show up. The best way to find out if your card will work is to ring your bank and ask them.

Whether your card is a debit card or not(i.e. can be used as Visa or Mastercard to purchase goods and has the Visa/MC symbol on it) isn't particularly telling as to whether it will work in a foreign ATM. It really has to do with what ATM networks your Bank issued ATM card uses and how they match up with the ATM machines you come across overseas. As mentioned above, ATM networks include such well known names like Plus, NYCE, Maestro, etc. Plus is actually owned by Visa and is their ATM brand/trademark. So, even though you do not have a true debit card, if you have a Plus logo on the back of your ATM card, you will be able to use it at any ATM machine showing the plus logo(which is in fact owned by Visa). There are something like a million Plus ATMs worldwide. There are many others as well. Check the back of your card and do some internet searches based on the networks your card will will work with as you may be able to determine the foreign coverage of the networks that are compatible with your ATM.
